The match between Spartak Moscow and Rangers was charged for failing to kick off on time by UEFA. This Europa League clash that happened in Russia started late by two minutes. Both clubs are facing charges with some additional penalties being faced by Spartak, being the host nation and team in the match.
Spartak also faces additional charges such as fans setting off missiles and fireworks as well as having blocked stairways.
